Position title: Monitoring and Evaluation (M&E) Officer Freshwater, WWF-Laos
Location: Kaisone City, Savannakhet province – with extensive travel to the sites.
Open for: Lao national
The M&E Officer is responsible for the effective development, management and updating of the Freshwater Program’s M&E systems and surveys. The M&E Officer ensures the effective delivery of all relevant M&E products from the Freshwater Program.
The M&E Officer provides M&E support to the landscape project teams and is accountable for data integrity in the projects.
Duties and Responsibilities
- Support the implementation of the Planning, Monitoring, Evaluation, and Learning (PMEL) in the freshwater program;
- Develop and set up an integrated M&E framework to ensure accountability of the teams to regular update and feedbacks;
- Train and supervise data collection training to all stakeholders for all M&E related events including assessments and monitoring;
- Assisting in development processes of data collection tools, data processing, analyses and reporting of data.
- Timely update and maintain all M&E data of the freshwater program includes all projects and grants contributing to freshwater program;
- Coordinate with the university, interns, volunteers and other partners for the effective implementation of the projects’ research components;
- Support Project Managers in maintaining and completing project monitoring tools to feed into the country M&E system and comply with WWF-Laos system as well as donor requirements;
- Proactively support Project Managers in completing their monitoring and evaluation commitments to project donors and partners;
- Work and coordinate closely with Project teams to ensure the relevant and appropriate data are collected, analyzed and reflect the conservation impact on the ground;
- Ensure that data associated with monitoring is stored and easily accessible particularly spatial, biological monitoring and social survey data;
- Assist Project Managers to manage and facilitate the M&E works with local counterparts during semi or annual meeting;
- Provide support to Project Managers to prepare M&E results presentations in a timely fashion, clear and professional manner;
- Contribute to project or Freshwater Program proposal development with regards to identification of impact indicators and monitoring and evaluation plan development;
- Assist Project Managers in revision of the project M&E Framework in the area of indicators, baseline, targets and measurement;
- Work in close collaboration with the M&E Manager as required.
Qualifications Required
- At least a bachelor's degree in environmental science, natural resources management, social science, organizational management, information management systems, development studies, or in relevant fields.
- At least 3 years of practical experience in monitoring and evaluation;
- Experience in designing and/or information management systems for conservation and/or development projects;
- Experience in designing tools for data collection, data processing, and analysis for project, as well as preparation of strategic information for decision makers;
- Experience in any development of digital data collection tools (ex: Kobo, ODK etc…), data analysis and visualization software ex. PowerBi.
- Demonstrated understanding of the project cycle management;
- Experience in writing reports and reviews, delivering presentation and defending recommendations

- Excellent command of written and spoken Lao and English languages;
